Limits and Regulations for Trash Collection: NYC Guidelines

From fines and fees to citations and refusal to pick up certain items, there are limits to how much of a large project can be managed through municipal services when it comes to trash collection. NYC is home to a host of rules, laws and regulations pertaining to disposal, and you’ll need to be familiar with some of them if you’re attempting to manage a large disposal project.

If you’re planning to get rid of a mattress, for instance, you’ll first need to make sure it’s properly enclosed in a special bag designed to prevent the spread of bedbugs. DSNY does not supply these bags, so you’ll need to purchase and apply them yourself before putting a mattress out for collection. Failure to do so can result in a fine. Depending on the size of the mattress, you may or may not need to make a special appointment.

Appliances can also be tricky, particularly if they contain any type of coolant. Older appliances using a coolant currently being phased out by the EPA require a special appointment for coolant removal, as it’s an environmentally hazardous material. This doesn’t mean you’re out of the woods if you’re getting rid of a newer model, though. The replacement coolant is highly flammable; if your refrigerator, air conditioner or other coolant-containing appliance bears a flammable warning label, DSNY won’t pick it up at all.

After making multiple calls and inquiries in order to stay compliant with local laws and regulations, you’ll need to get those big items from your space to the curb. They must not impede pedestrian traffic, protrude into the street, or encroach upon a neighboring property. They must be placed out no earlier than 4PM the evening before scheduled pickup, with all pertinent safety measures in place.
